A site of the SunZia wind-farm project in New Mexico in May 2023. Photo: Adria Malcolm for The Wall Street JournalA wind and power transmission project, called the largest of its kind in the country, has raised $11 billion in financing, kicking off a year when many utilities are expected to step up much-needed spending on the power grid. Pattern Energy Group has started construction on its SunZia project, a wind farm in central New Mexico, where more than 900 wind turbines will generate over 3,000 megawatts of clean energy. A 550-mile transmission line will bring the power to some three million people in Arizona and California.

Separation ponds at an Albemarle lithium mine in Chile. After discovery of a metal, it often takes years before mining companies begin production. Photo: Tamara Merino for The Wall Street JournalAmerica’s transition to electric vehicles is running into an unexpected snarl. A surprising crash in prices for lithium, cobalt and other metals used in EV batteries is hitting mining companies, which are suspending or delaying new projects and expansions. The disruptions are threatening to deepen shortages of those materials in coming years and hit the brakes on the Biden administration’s timeline for weaning the country off gas-powered cars.

Battery-recycling startup Li-Cycle is pausing construction on a large facility in Rochester, N.Y., because of surging costs. Photo: Lauren Petracca for The Wall Street JournalA pile of government cash from last year’s climate law was supposed to fuel a wave of clean-energy startups. Instead, many are running out of money before the funding comes through. Higher interest rates and rising costs have hurt the companies in what are often capital-intensive industries. Washington’s grinding bureaucracy has been slow to dole out the cash from the climate-focused Inflation Reduction Act.

After weeks of failed votes, the House selected Rep. Mike Johnson as speaker following the ouster of Rep. Kevin McCarthy. Photo: Win McNamee/Getty ImagesMike Johnson was in a Louisiana courtroom in June 2015 defending tighter abortion restrictions adopted by the state when phones flashed with alerts that the Supreme Court had just recognized a constitutional right to same-sex marriage. Johnson dashed out of the ongoing proceedings to publicly criticize the decision, said opposing counsel Ilene Jaroslaw, who was representing abortion providers in the case. It was a moment, she said, that underscored the depth of Johnson’s zeal for conservative legal causes.

Some creative programming — including shows imported from other countries, competition series and the broadcast arrival of the Paramount Network hit “Yellowstone” — will round-out gaps in the TV schedule. The limited series also stars Mark Ruffalo and Hugh Laurie and debuts Nov. 2. “The Continental” debuts Sept. 22. SIGNS OF STRIKESThere are also programs coming to TV this fall that are obvious time-fillers to help round out primetime schedules. Fox has leaned in heavily to competition shows.

When General Motors began outlining plans in 2020 to fully switch to electric vehicles, it didn’t account for one critical factor: Many of the battery minerals needed to fulfill its plans were still in the ground. “I remember seeing a report from our raw-materials team at the time saying, ‘There is plenty of lithium out there. There is plenty of nickel’,” said Sham Kunjur , an industrial engineer now in charge of securing the raw materials for GM’s batteries. “We will buy them from the open market.”
